SUSTAINABLE INVESTMENTS: FINANCING THE CLIMATE TRANSITION

The transition to a low-carbon economy represents one of the main structural challenges for Brazil’s economic and social development in the coming decades. Aligning the financial system with the commitments to climate change mitigation and adaptation is essential to ensure the resilience of the national economy and the competitiveness of its productive sectors. In this scenario, the financial and insurance sectors play a decisive role, both in the efficient allocation of resources and in the proper pricing of climate risks. Within this context, the Central Bank of Brazil has exercised significant leadership in incorporating climate and environmental aspects into regulation, supervision, and financial stability guidelines. This panel aims to discuss how financial instruments can be operationalized and scaled up to transform intentions into real impact, generating both economic and environmental value for the country. By aligning the financial and insurance sectors with the guidelines of the Ecological Transformation Plan, Brazil positions itself to lead a new generation of policies that combine economic growth with environmental preservation and inclusion.

Panel 1
THE ROLE OF THE INSURANCE SECTOR IN CLIMATE AND SOCIAL RESILIENCE

Climate change is already a reality with direct impacts on health, food security, and the economy—including the life insurance market. According to the IPCC (2023), more than 3.5 billion people live in highly vulnerable contexts, and the effects are visible: heat-related deaths rose 68% between 2000 and 2021, and over 127 million people face food insecurity due to droughts and floods. In Brazil, the 2024 floods in Rio Grande do Sul affected more than 2 million people, underscoring this fragility. Against this backdrop, the panel will discuss the insurance sector’s role as an agent of transformation—expanding access to protection and contributing to a more resilient and sustainable society.

Panel 2
CLIMATE AND HEALTH: REDESIGNING INSURANCE FOR A SUSTAINABLE FUTURE

The insurance sector is undergoing a significant transformation, moving beyond being merely a payer of claims to taking an active role in promoting climate and social resilience. In 2023, extreme events generated global losses of US$ 280 billion, with only 40% insured, revealing the vulnerability of millions. Beyond economic damage, climate change already directly affects public health, with increases in respiratory and cardiovascular diseases and psychological disorders. In this context, the panel will examine the impact of climate change on people’s health and lives and the strategic opportunity for the insurance market to innovate products and broaden access to protection—especially for vulnerable populations.
